How many bad lawyers can fit on the head of a pin? Wait, do I mean squeeze through the eye of a needle?

Whichever, here’s a guy who stole money from two clients and is already in jail (via New York Law Journal). What I’d like to know is: who turned him in and how? Did his clients have to file a complaint with the Disciplinary Committee? That is, was it entirely up to his (presumably laymen) clients to complain? And how long did it take?
