I mean, what are they trying to do? I’m getting the feeling that the city has too many lawyers in this mix and one office doesn’t really know what the other ones are doing, or…something like that.

We must assume that the Bloomberg Corporation Counsel (the name of the City’s legal group) is just rushing frantically along here before Bill DeBlasio takes over City Hall and puts the quietus on these anti-anti-stop-and-frisk efforts.
