Weren&#8217;t lotteries supposed to supplement public education budgets? I have noticed that recent TV ads for the lottery now say that 30 percent [I&#8217;m not sure I have that figure right, but do know it&#8217;s less than 50 percent] of lottery money goes to education. Why? Where does the rest of it go? And why is the state pushing people to buy lottery tickets by claiming they&#8217;ll be helping out school budgets when most of those tough dollars seem to be going somewhere else?
