Towns Jr., 24, fled officers who tried to stop him for questioning. The police said Mr. Towns resisted instructions after his capture, but family members said officers had \u201cacted with malice.\u201d The family\u2019s lawyer\u00a0did not disclose details of the settlement on Thursday except to say that it was for the maximum amount permitted under the city\u2019s insurance policy.
