{"id":31761,"date":"2017-02-28T14:42:37","date_gmt":"2017-02-28T19:42:37","guid":{"rendered":"http:\/\/sidebarforplaintiffs.naomifein.net\/?p=31761"},"modified":"2017-02-28T14:42:37","modified_gmt":"2017-02-28T19:42:37","slug":"the-facts-of-life-regarding-american-immigrants","status":"publish","type":"post","link":"https:\/\/sidebarforplaintiffs.naomifein.net\/?p=31761","title":{"rendered":"The Facts of Life regarding American immigrants"},"content":{"rendered":"<p>Below is a letter I sent a month ago to Eduardo Porter, a New York Times journalist, who has written about the American economy and the effect our undocumented workers have upon it:<\/p>\n<p style=\"padding-left: 30px;\"><em>Dear Mr. Porter:<\/em><\/p>\n<p style=\"padding-left: 30px;\"><em>A number of years ago you wrote a NYT piece that struck me forcefully\u2013so much so, I haven\u2019t forgotten and still tell people about it.<\/em><\/p>\n<p style=\"padding-left: 30px;\"><em>You wrote about undocumented workers in the U.S. and how many billions of dollars a year they contributed to Social Security without ever being able to receive benefits from their contributions.<\/em><\/p>\n<p style=\"padding-left: 30px;\"><em>Given the current xenophobia roused by Trump, I beg you to write again about this, but now to calculate how much mass deportation could annually diminish the Social Security fund.<\/em><\/p>\n<p style=\"padding-left: 30px;\"><em>And since the GOP persists in its attempts to get rid of Social Security as it exists, I have to wonder whether deportations could serve yet another false GOP claim\u2013that S.S. is running out of money. (Apologies: I\u2019m constitutionally averse to conspiracy theories but my universe has been somewhat disrupted of late.)<\/em><\/p>\n<p style=\"padding-left: 30px;\"><em>In any case, you and the Times will be doing a fine service to your readers if we could all see these stunning facts again.<\/em><\/p>\n<p>Certainly I can&#8217;t take credit for the editorial the Times published on February 25, but it was, in effect, a powerful response to my letter. I&#8217;ve put the entire editorial in, below.<\/p>\n<p>And the numbers blew me away even more. What our country would lose by deporting millions of people is even more than Mr. Porter originally reported. So you, too, can be shocked by something other than Trump, I&#8217;m highlighting those portions that especially\u00a0 grabbed me. But what about the economic cost? This is where deeply shameful collides with truly stupid.<\/em><\/strong><\/p>\n<p class=\"story-body-text story-content\" style=\"padding-left: 30px;\" data-para-count=\"602\" data-total-count=\"833\"><em>The Migration Policy Institute <a href=\"http:\/\/www.migrationpolicy.org\/news\/us-spends-more-immigration-enforcement-fbi-dea-secret-service-all-other-federal-criminal-law\">reported<\/a> in 2013 that <strong>the federal government spends more each year on immigration enforcement \u2014 through Immigration and Customs Enforcement and the Border Patrol \u2014 than on all other federal law enforcement agencies combined.<\/strong> The total has risen to more than $19 billion a year, and more than $306 billion in all since 1986, measured in 2016 dollars. This exceeds the sum of all spending for the Federal Bureau of Investigation; the Drug Enforcement Administration; the Secret Service; the Marshals Service; and the Bureau of Alcohol, Tobacco, Firearms and Explosives.<\/em><\/p>\n<p class=\"story-body-text story-content\" style=\"padding-left: 30px;\" data-para-count=\"289\" data-total-count=\"1122\"><em>ICE and the Border Patrol already refer more cases for federal prosecution than the entire Justice Department, and the number of people they detain each year (more than 400,000) is greater than the number of inmates being held by the Federal Bureau of Prisons for all other federal crimes.<\/em><\/p>\n<p class=\"story-body-text story-content\" style=\"padding-left: 30px;\" data-para-count=\"120\" data-total-count=\"1242\"><em>That is blank-check, steroidal enforcement \u2014 and Mr. Trump and the Homeland Security secretary, John Kelly, want more.<\/em><\/p>\n<p class=\"story-body story-body-1\" style=\"padding-left: 30px;\"><em>The size of the <a href=\"https:\/\/www.cbp.gov\/sites\/default\/files\/assets\/documents\/2016-Oct\/BP%20Staffing%20FY1992-FY2016.pdf\">Border Patrol <\/a>more than doubled in the 1990s and doubled again after 9\/11. Mr. Trump ran on a <a href=\"https:\/\/www.nytimes.com\/2016\/09\/02\/us\/politics\/transcript-trump-immigration-speech.html?_r=0\">pledge<\/a> to expand the patrol and <a href=\"http:\/\/www.politifact.com\/truth-o-meter\/promises\/trumpometer\/promise\/1440\/triple-ice-enforcement\/\">triple<\/a> the size of ICE; Mr. Kelly has obliged. His enforcement <a href=\"https:\/\/www.dhs.gov\/news\/2017\/02\/21\/secretary-kelly-issues-implementation-memoranda-border-security-and-interior\">memos<\/a> last week seek to increase the force by 10,000 ICE officers and 5,000 Border Patrol agents.<\/em><\/p>\n<\/div>\n<div class=\"story-body-supplemental\">\n<div class=\"story-body story-body-2\">\n<p class=\"story-body-text story-content\" style=\"padding-left: 30px;\" data-para-count=\"433\" data-total-count=\"1977\"><em>Or maybe more, if you consider the administration\u2019s <a href=\"https:\/\/www.theatlantic.com\/politics\/archive\/2017\/02\/the-brief-and-wondrous-life-of-a-leaked-trump-memo\/517149\/\">trial balloon<\/a>, recently floated, to mobilize 100,000 National Guard troops and add them to the mix. Such an effort would surely exceed, in scale and futility, President Woodrow Wilson\u2019s decision to send the Army and that National Guard to the Southwest to fruitlessly <a href=\"https:\/\/2001-2009.state.gov\/r\/pa\/ho\/time\/wwi\/108653.htm\">chase Pancho Villa<\/a> in 1916. How much will it all cost? Mr. Trump isn\u2019t saying, if he has bothered to check.<\/em><\/p>\n<p class=\"story-body-text story-content\" style=\"padding-left: 30px;\" data-para-count=\"479\" data-total-count=\"2456\"><em>Mr. Trump also talks about a 2,000-mile, double-thick, very high wall along the border from San Diego to Brownsville, Tex. There are already 700 miles of fencing on the border, plus watchtowers, sensors, floodlights and razor wire, and boots and all-terrain vehicles on the ground and drones in the air. In 2009 the Government Accountability Office estimated the cost of the existing fence at $2.8 million to $3.9 million per mile, but that was for the relatively easy stretches.<\/em><\/p>\n<p id=\"story-continues-3\" class=\"story-body-text story-content\" style=\"padding-left: 30px;\" data-para-count=\"325\" data-total-count=\"2781\"><em>Estimates of the full price of Mr. Trump\u2019s great wall vary. He said it would cost <a href=\"http:\/\/www.cnn.com\/2016\/02\/09\/politics\/donald-trump-border-wall-cost-8-billion\/\">$8 billion<\/a>, then changed that to <a href=\"https:\/\/www.washingtonpost.com\/news\/fact-checker\/wp\/2016\/02\/11\/trumps-dubious-claim-that-his-border-wall-would-cost-8-billion\/?utm_term=.8461cb8a6448\">$10 billion to $12 billion<\/a>. \u201cFat chance,\u201d the MIT Technology Review <a href=\"https:\/\/www.technologyreview.com\/s\/602494\/bad-math-props-up-trumps-border-wall\/\">said last October<\/a>, finding Mr. Trump guilty of \u201cbad math\u201d and placing the real figure at $27 billion to $40 billion for 1,000 miles.<\/em><\/p>\n<p id=\"story-continues-4\" class=\"story-body-text story-content\" style=\"padding-left: 30px;\" data-para-count=\"481\" data-total-count=\"3262\"><em>But wait \u2014 didn\u2019t Mr. Trump also say the cost to America would actually be zero, since he would force Mexico to pay for the wall, even though Mexico says it won\u2019t? He did. But then he said Mexico would reimburse us for the wall, which is to say \u2026 who knows? Mr. Kelly\u2019s memos include a plan to catalog United States aid to Mexico, suggesting that he is looking for money to raid for a Trump wall fund, and that this so-called wall remains firmly in the realm of delusion.<\/em><\/p>\n<p class=\"story-body-text story-content\" style=\"padding-left: 30px;\" data-para-count=\"281\" data-total-count=\"3543\"><em>Which won\u2019t stop the flow of money out of Washington. One example: The Homeland Security inspector general <a href=\"https:\/\/www.oig.dhs.gov\/assets\/Mgmt\/2015\/OIG_15-17_Dec14.pdf\">reported<\/a> in 2014 that the Border Patrol had spent $360 million over eight years on drones but found \u201clittle or no evidence\u201d that the drones made the border more secure.<\/em><\/p>\n<p id=\"story-continues-5\" class=\"story-body-text story-content\" style=\"padding-left: 30px;\" data-para-count=\"287\" data-total-count=\"3830\"><em>Although facts are of little interest to this White House, all this budget-busting border mania is essentially for nothing. Illegal immigration from Mexico has trailed off in the last decade. And according to the Pew Hispanic Center, the net flow across the border is now <a href=\"http:\/\/www.pewhispanic.org\/2015\/11\/19\/more-mexicans-leaving-than-coming-to-the-u-s\/\">less than zero<\/a>.<\/em><\/p>\n<p class=\"story-body-text story-content\" style=\"padding-left: 30px;\" data-para-count=\"470\" data-total-count=\"4300\"><em>Wait, there\u2019s more. All the people Mr. Kelly rounds up will have to be detained and deported at taxpayer expense. Congress requires the Homeland Security Department to maintain about 34,000 immigration detention beds, at an <a href=\"https:\/\/www.immigrantjustice.org\/eliminate-detention-bed-quota\">estimated annual cost <\/a>of $2 billion, or $5.5 million a day. Adding thousands more cells and beds will surely send that bill \u2014 like the profits of the private-prison contractors who have been cashing in on all this misery \u2014 through the roof.<\/em><\/p>\n<p id=\"story-continues-6\" class=\"story-body-text story-content\" style=\"padding-left: 30px;\" data-para-count=\"44\" data-total-count=\"4344\"><strong><em>Now let\u2019s examine the cost to the economy.<\/em><\/strong><\/p>\n<p class=\"story-body-text story-content\" style=\"padding-left: 30px;\" data-para-count=\"287\" data-total-count=\"4631\"><em>If you do back-of-the-envelope calculations, you\u2019re gonna need a big envelope. The American Action Forum last year <a href=\"https:\/\/www.americanactionforum.org\/research\/labor-output-declines-removing-undocumented-immigrants\/\">estimated<\/a> that <strong>expelling all unauthorized immigrants, and keeping them out, would cost $400 billion to $600 billion, and reduce the gross domestic product by $1 trillion.<\/strong><\/em><\/p>\n<p class=\"story-body-text story-content\" style=\"padding-left: 30px;\" data-para-count=\"328\" data-total-count=\"4959\"><em><strong>Mr. Trump describes immigrants as rapist-murderer-terrorists, but what they really are is a pillar of the American economy, producing a net benefit of <a href=\"https:\/\/www.nytimes.com\/2016\/09\/07\/business\/economy\/the-crumbling-case-for-a-mexican-border-wall.html\">about $50 billion<\/a> since 1990.<\/strong> Farms and restaurants, hotels, manufacturers, retail businesses \u2014 all sectors of the economy benefit directly or indirectly from immigrant labor.<\/em><\/p>\n<p id=\"story-continues-7\" class=\"story-body-text story-content\" style=\"padding-left: 30px;\" data-para-count=\"537\" data-total-count=\"5496\"><strong><em>As for taxes, unauthorized immigrants pay them, and if they work off the books, they pay into the system without taking out. They don\u2019t collect Social Security and don\u2019t qualify for food stamps or other benefit programs. They pay sales and property taxes, and since they are generally younger and healthier than the native-born population, they strengthen the safety net. The Social Security Administration <a href=\"https:\/\/news.vice.com\/article\/unauthorized-immigrants-paid-100-billion-into-social-security-over-last-decade\">estimates<\/a> that unauthorized immigrations pay about $13 billion a year into Social Security and get only about $1 billion <a href=\"https:\/\/news.vice.com\/article\/unauthorized-immigrants-paid-100-billion-into-social-security-over-last-decade\">back<\/a>.<\/em><\/strong><\/p>\n<p id=\"story-continues-8\" class=\"story-body-text story-content\" style=\"padding-left: 30px;\" data-para-count=\"470\" data-total-count=\"5966\"><em><strong>It\u2019s ridiculous to have to explain this to the president, but: If you take a population of 11 million people out of the country, or force them deeper underground, the economy will not be healthier<\/strong>. If you have to find foster parents for millions of abandoned American children of deported immigrants, society will not be stronger. Shrink our immigrant-rich economic sectors, send all that entrepreneurial energy to Canada and Mexico \u2014 America will not be better off.<\/em><\/p>\n<p id=\"story-continues-9\" class=\"story-body-text story-content\" style=\"padding-left: 30px;\" data-para-count=\"234\" data-total-count=\"6200\"><strong><em>Pull immigrants and refugees out of the declining <a href=\"https:\/\/www.nytimes.com\/2017\/02\/20\/nyregion\/a-surprising-salve-for-new-yorks-beleaguered-cities-refugees.html\">Rust and Bible Belt cities and towns that they have been repopulating and revitalizing. <\/a>Bleed the immigrant populations of New York, Los Angeles and Chicago. Who benefits? Not America.<\/em><\/strong><\/p>\n<p class=\"story-body-text story-content\" style=\"padding-left: 30px;\" data-para-count=\"341\" data-total-count=\"6541\"><em>While we wait for Mr. Kelly to achieve his boss\u2019s bleak vision, we will have created a population of increasingly vulnerable, exploited noncitizens and Dreamer youths whose educations hit a dead end after high school. All that intellectual and economic potential, the prospect of rising incomes and tax payments, will have been
