Is D.C. a state? Or just a state of mind?

This maybe not entirely funny thing from Lowering the Bar isn’t really about lawsuits. But it reminds me that once, while describing how (not) to find a lawyer, I related a tale about a friend of mine, who lives in D.C. but had trouble convincing a Michigan lawyer that D.C. was an adequate part of his address. That, no, he didn’t live in a state.
