In the latest effort to stop the New York Public Library’s renovation of its flagship building on Fifth Avenue, a group of scholars filed a lawsuit on Wednesday, arguing that the Bloomberg administration approved the project without fully evaluating its environmental impact.

The petition, filed in New York State Supreme Court in Manhattan, took issue with the rapidity of Michael R. Bloomberg’s decision on the project’s environmental effects. That decision was issued on Dec. 17, the same day the library submitted the final draft of its application.
