The Mueller report in two sentences

Does this report exonerate Trump from the charge that he obstructed justice?

The report is divided into two volumes. Volume one concerns the Russian interference in our election. Volume two concerns obstruction of justice.

I haven’t finished reading it yet — it’s meaty and fascinating — but for me the sentences that send big bells ringing out are in Volume Two, page 2:

Fourth, if we had confidence after a thorough investigation of the facts that the President clearly did not commit obstruction of justice, we would so state. Based on the facts and the applicable legal standards, however, we are unable to reach that judgment.
