A former taxi driver was reported to be at the center of Russia’s sabotage campaigns in Poland, Lithuania, Britain, and Germany; and Uber announced its plans to change its policies to bar drivers with histories of violent felonies, sexual offenses, endangerment, and child or elder abuse.
